How OOH measurement works
Impressions, reach, frequency, CPM and attribution form a chain. Each link needs its own definition and evidence boundary.

Geopath describes U.S. OOH audience measurement as a modeled system combining multiple data resources rather than a direct count of every viewer.

Geopath defines reach as the number or percentage of a target audience exposed at least once and frequency as the average number of exposures among those reached.

The MRC public-comment draft says OOH measurement techniques vary by format and location and that inherent limitations should be studied and disclosed.

OAAA publishes guidance intended to simplify OOH measurement and attribution concepts for planning, transactions, and analysis.
A modeled system
Geopath describes U.S. OOH audience measurement as a system combining multiple data resources. The output is not a direct census of every viewer.
The planning chain
Impressions estimate exposure opportunities. Reach and frequency describe distribution across an audience. CPM relates cost to impression volume. Attribution asks whether exposure is associated with or caused an outcome.
Limits belong in the result
The MRC public-comment draft says methods vary by format and location and that inherent limitations should be studied and disclosed. BigBoards treats that disclosure as part of the metric, not a footnote to hide.
